BEIJING - North Korean leader Kim Jong Un suggested at a ruling party congress that Pyongyang could improve ties if Washington abandons its hostile policies, while vowing to increase the country's nuclear arsenal, state-run media said Thursday.
The weeklong key gathering of the Workers' Party of Korea, held every five years, concluded Wednesday with a nighttime military parade. Kim and his daughter, believed to be named Kim Ju Ae and in her teens, attended the event, according to the official Korean Central News Agency.
